Problem With PHP And Cookies! Open For More Details:?

im new and im trying to... when i enter there username in index.php and press on submit then it show not reachable what is the wrong, then I visit the site web design fill the username & press enter it take to me on my account here I also get the solution of this particular problem but I want more help can anybody help me.
